Berlin FY21 budget closes with revenues over estimate

(Sept. 16, 2021) Berlin Finance Director Natalie Saleh provided a FY21 overview of the town’s finances that showed revenues coming in better than expected and expenses beating budget estimates.

Saleh reviewed financial details for the year ending on June 30 during the council meeting on Monday.

General fund revenues for FY21, which were budgeted at $6.5 million, came in at $7.6 million or 16 percent above estimates.

Saleh said property taxes, which hit $4.1 million, accounted for 54 percent of town revenues.

Berlin derives general fund revenues from taxes, grants, licenses and permit fees.

Turning to expenses, Saleh said the town beat its spending budget of $6.5 million by coming in at $5.8 million, a 12 percent difference.

Public safety accounted for 39 percent of expenses at $2.2 million, with general government totaling 23 percent at $1.3 million.

Looking at other fund balances, Saleh said non-spendable totals due to or from other accounts totaled $1.6 million to end FY21.

Committed funds produced by impact fees totaled $800,000, with assigned funds at $931,000 and unassigned funds at $1.8 million.

Overall fund balances reached $5.2 million to end FY21.

Saleh said minor adjustments tied to depreciation would alter the numbers slightly.
