Berlin cancels last council meeting of 2015

(Dec. 17, 2015) Berlin canceled its regular mayor and council meeting scheduled for Monday, Dec. 14 at town hall for lack of a quorum.
On the agenda was a resolution for a general bond obligation to acquire the former Tyson’s Chicken plant, as well as approval for the town’s New Year’s Eve celebration.
Other items included a Maryland Smart Energy Community Energy Efficiency and Renewal Energy Plan, a motion to approve an engineering proposal for a tennis court replacement presented by consulting firm Davis, Bowen & Friedel Inc., and an audit presentation by PKS & Company and a related motion to approve the fiscal year audit.
Town Administrator Laura Allen called the cancelation “a case of Murphy’s Law. ”
“The planets aligned and it turned out there were some personal issues that came up for a couple of councilmembers, so we’re just not able to have a quorum, ” she said.
Allen said it was difficult to so if the meeting would be rescheduled, but that the town would likely make a decision this week.
As for rescheduling the items on the agenda, Allen said that too had yet to be resolved, although some things, such as the New Year’s Eve event approval, would have to be addressed before the end of the year.
The meeting was the last-scheduled regular session of 2015, as the town previously canceled a regular council meeting slated for Dec. 28.
“We might have a special meeting, or we might carry some of those items over, ” she said. “ There also may be some way that we can poll the council – it just depends on the nature of the issue. We do have flexibility, under Maryland law, to poll the council via email. ”
