OPA Briefs

(March 30, 2017) The Ocean Pines Association Board of Directors discussed the following items during a regular meeting on Saturday.
Absences
Board President Tom Herrick noted that two directors were absent. Interim General Manager and Director Brett Hill was out because of the birth of his son, Andrew William, on Friday. Aquatics Director Colby Phillips will serve as interim general manager until his expected return, April 7.
Director Doug Parks was also absent because of a prior commitment, Herrick said.
GM Report
Finance Director Mary Bosack presented the general manager’s report in Hill’s absence.
Renovations on the first floor of the golf and country club should be finished by April 1, and golf grounds crew that had been laid off during the winter were recalled as of March 1, she said.
Bosack said bridge repairs on Clubhouse Drive were 90 percent complete and should be finished by the end of April.
Repairs to the Ocean Parkway bridge encountered some delays because of utility work there. She said the concrete pillars, wood railings and sidewalks needed to be addressed. No date was given.
Installation of a new playground at Manklin Meadows should start and finish in April. A pirate-ship playground at Mumford’s has been installed and an official opening is planned soon, Bosack said.
Renovations at the beach club, in Ocean City, should be finished by May in time for an expected opening on Mother’s Day.
Resolution postponed
A vote on a second reading for Resolution M-09, related to the search committee, was postponed by a unanimous vote.
Director Cheryl Jacobs introduced the motion and said there were no objections during a prior meeting that included a first reading. The amendment would have removed the board appointment of a liaison to the committee, which is annually tasked with finding candidates for the board.
Jacobs said, in cases when a director who happens to be up for reelection is appointed, that “can create an air of impropriety.”
Herrick said he had concerns about the amendment and said he felt like it was dropped at the 11th hour during a prior meeting, when he abstained from the vote. He suggested amending the language so that a director liaison who becomes a candidate would be replaced by another director.
Jim Trummel, a member of the bylaws and resolutions committee, argued that it was appropriate to draw a line between that committee and the board because of its nature. There is no reason, he said, why the committee and association staff could not communicate without going through the board – in fact, that was the point.
Jacobs, the liaison to the bylaws and resolutions committee, asked to take the amendment back to that group for further discussion.
Fiber RFI
The directors voted 3-2 to draft a request for information regarding network connectivity for business operations in Ocean Pines, specifically for fiber-optic lines.
Jacobs and Trendic voted “no.” Jacobs called the motion premature. She said she was in favor of drafting a request, but that a technology working group was waiting for additional information from Mediacom that might prove useful. The company, which provides phone, internet and television service to the Pines, apparently had a 30-day window to report on the nature of its infrastructure, including any existing placement of or plans for fiber-optics.
Herrick, however, successfully argued the board was just gathering information. He added that he was following the lead of Parks, who led the technology work group and asked him to introduce the motion.
