OPA Briefs

(March 31, 2016) The Ocean Pines Association Board of Directors discussed the following items during a public meeting in the community center on March 24:
Changes to agenda
During the opening portion of the meeting, Director Tom Terry withdrew a motion to accept resolution C-03 for a second reading and vote on its approval. The budget and finance committee, on March 23, asked a Terry to withdraw that motion so they could make changes.
That item was previously scheduled to come up during old business.
Also withdrawn from the agenda was a motion to approve a contract lease renewal with Seacrets to use parking spaces at the Ocean Pines Beach Club in Ocean City during off hours. That motion was moved to a closed session, which occurred following the public board meeting.
Five directors unanimously approved the amended agenda. Dave Stevens was absent during the meeting, attending a funeral, and Bill Cordwell was brought into the meeting later, via phone call.
Following the closed session, several sources said a conditional agreement with Seacrets was reached.
Capital purchases
The directors unanimously approved three capital purchase requests for public works vehicles, all of which were budgeted.
Iron Source will supply a new loader, for $82,086. That bid, the second lowest of three, was $1,000 higher than what was budgeted.
A skid steer from Folcomer Equipment will cost the association $50,840, after a $17,000 trade-in credit. That vehicle was more than $19,000 below budget.
The association also will also replace a dump truck, costing $58,979.14 and coming from Pittsville Motors. That item was roughly $6,000 below budget.
Minutes
The board unanimously approved the minutes for public meetings on Feb. 19 and Feb. 25.
Director Cheryl Jacobs asked for small changes in verbiage to the March 14 minutes, also noting that Controller Art Carmine was not present, as reported.
Terry also offered a slight change. The amended minutes were approved 4-0, with Director Tom Herrick, who was not present on March 14, abstaining.
Comp planning committee  
There was no mention of the study related to the comprehensive plan, the subject of the March 14 meeting, during the latest board session. During opening remarks, however, OPA Board President Pat Renaud praised the work of the comprehensive planning committee, who are working on the study with Salisbury University group BEACON.
GM report
During his monthly general manager’s report, Bob Thompson gave an update on several capital projects.
He said a request for proposals for bridge repairs was released. Proposals are due back March 30, and Thompson said construction was a targeted for fall.
Work on the St. Martin’s stormwater project will start during the first week of April, weather permitting. Another project, roadway line stripping and roadside trimming, was also sent out for bid.
Reserve study
Board review of the first draft of the Design Management Associates Inc. reserve study was set for April 11, at 10 a.m. Whether the meeting will be open or closed will be decided by an email vote.
WHP bathrooms
During a public meeting last month, the board deferred a vote on building new bathrooms near White Horse Park.
In February, Thompson said he received four bids and recommended the lowest offer, by Beach Construction Company, for $86,000. His proposal included a 15 percent contingency fee, bringing the project estimate to $98,900.
On March 24, Jacobs revealed that vote took place via email. Five directors voted in favor. Stevens voted “no,” and Director Jack Collins abstained.
Yes, mow
The board unanimously rescinded a previous motion, designed to curb the nonmigratory goose population, which created a “no-mow” area around the north gate. That area will now be trimmed and cleaned up.
Cordwell, who introduced the motion, said Ocean Pines was unable to “confirm any positive results” from the no-mow area, originally approved in September 2014.
CPI violations
One violation, for an unpermitted shed at 11 Garrett Drive, was found in continuous violation and sent to an attorney for action, per a unanimous vote. Thompson said the action was designed to force the homeowner to get a permit for the structure.
Appointments
By unanimous consent, the directors approved two association members to advisory committees. Elections Committee Chair Bill Wentworth was reappointed, and former Director Marty Clarke will join the bylaws and resolutions committee, for his first term.
