OPA to open special meeting, then go into closed session

(Oct. 6, 2016) The Ocean Pines Association Board of Directors announced Monday that it would hold a special meeting on Friday, Oct. 7, at 8:30 a.m. in the administration building.
The public portion of the agenda is blank, save for time allotted for public comments and media questions. According to Board President Tom Herrick, that’s because the directors must first open a public session before going into a closed session to continue a previous discussion.
According to the agenda, the closed session will address “employment matters relating to continued discussion from the Sept. 24 closed board meeting.”
“What happened is we went into closed session after our last meeting and we had some concerns and discussion regarding employees and personnel,” Herrick said. “We never finished the conversation.”
Herrick said interim General Manager Brett Hill asked for the meeting because he believed part of that discussion “could not wait” until the next regular board meeting, Oct. 22.
“You have to open up an open session before you can go into closed,” Herrick said, adding that part of the meeting would also include some manner of orientation for the three new board members.
“We never really had any board orientation per say, because we jumped into things with both feet and things were going too fast,” Herrick said. “We knew that we did have to take care of some orientation issues, and that’s mostly about how this board wants to proceed on certain policies – internal policies, not association policies.”
Herrick said that would include how the board interacts “with ourselves.”
Tours of the beach club, country club and yacht club are listed after the closed portion of the agenda.
“Part of the tour is actually part of the personnel issue,” Herrick said. “It’s to see what we have, what needs to get done, what we’re looking at as far as our needs. That’s all part and parcel of that closed part, to help us decide exactly where we have to move forward, personnel wise.”
After that, the board will reconvene at the yacht club to discuss, according to the agenda, goals, priorities, the board calendar and “internal board policies.” No start time was provided.
“That will be open, but I can’t tell you the time [because] I don’t know how long we’ll be in closed session, and then we have to go to three different amenities as well,” Herrick said. “That’s why there’s no specific time for that.”
In past years, Attorney Joe Moore had been present during orientation meetings, along with former Assistant Treasurer Pete Gomsak. Herrick said neither would be present during the orientation meeting.
