OPA Beach Club bathroom project remains up in air

(March 31, 2016) Improvements to the bathrooms of the Ocean Pines Beach Club in Ocean City across the street from Seacrets, came up three times during an OPA Board meeting on March 24.
First, General Manager Bob Thompson updated the directors and the several dozen members in attendance on the project during his monthly report.
He said the draft of a request for proposals (RFP) concerning the facility was being reviewed and finalized. The two options considered in the proposal are renovating the current facility or constructing a standalone structure.
Thompson said he was looking for an “all-inclusive bid,” adding that the contractor would be responsible for addressing state, county and local permitting, and bringing it into ADA compliance. The RFP will be issued by April 15, with a site visit and walkthrough due the week of April 25.
Bids are due back by June 14, and Thompson said he would have a recommendation to the board by July 12, in time for the July 28 public meeting. He said construction would start by Oct. 1.
Thompson also noted that bids had gone out for repairs to the beach club roof and floors, which were damaged during a recent storm. He said insurance would cover the majority of those costs, and that bids would be sent to the directors “well before the next board meeting.”
During public comments, Developer Marvin Steen, an OCEAN Pines resident, asked Don Smith, from engineering firm Sens Inc., to speak about his proposal for the bathrooms.
That document, included in the meeting packet and attached to a motion by Director Jack Collins, contained a $460,000 estimate to renovate the facility. Smith projected that building a separate facility would cost “at least double” that amount, and would require new pilings and costly stormwater mitigation.
Director Tom Terry cautioned that, if Smith continued talking about the project, he could violate the association’s RFP process that does not allow competing bidders to present to the board individually. Smith agreed, and returned to his seat.
Collins later withdrew his motion, during the old business portion of the meeting. His proposal asked the association to write and post an RFP to renovate, and not build a new structure, for the beach club bathrooms.
Instead, Collins said would like to view all participating bids for the project.
