Thompson says Pines still discussing bridge options

(Nov. 5, 2015) Following up on a previous meeting, when the Ocean Pines Association considered the benefits repairing or replacing bridges on Ocean Parkway and Clubhouse Drive, General Manager Bob Thompson provided an update on both fronts last Thursday.
According to an estimate provided to the association board of directors, repairs would cost $243,100 per bridge.
Working with design firm Davis, Bowen & Frieda Inc., Thompson said the association would seek permit approval for repairs by Nov. 6. He estimated a request for proposals would be released by Dec. 15, with bids due back by Feb. 15.
Following board approval, Thompson said a contract could be awarded by the end of February. He estimated work would take an additional six weeks per bridge and said bridges could remain open during that period, operating with one lane.
“Simultaneously we’re working [on] bridge replacement,” Thompson said, adding that the design firm is working on cost estimates for two types of bridges: precast concrete and timber. “We’re going to give you pros and cons of both.”
Thompson said the directors would be able to review designs for replacement of both bridges, using both sets of materials, during the next regular board meeting, Nov. 19.
“From there, we’ll refine the cost estimates [from the firm] … which includes construction costs, mobilization costs, detour costs and engineering costs,” Thompson said.
By February, Thompson said the board would be able to review projected costs and benefits for repair or replacement of both bridges.
“We need to have firm costs to replace the bridge and repair the bridge, so we’re smarter about that decision,” Thompson said. “At the same time, we’re also going through what’s the application process for funding for replacement – what timeframe, what type of funding solution, state or federal funding, [is available].”
Director Dave Stevens said the estimate needed to include other expenses related to replacement.
Thompson said those costs were in his numbers, which include $20,000 for preliminary steps and preparations and a 10 percent contingency of $22,000.
