YEAR IN REVIEW – PERSONNEL

BERLIN—Three new positions were added to Berlin’s personnel roster this year, along with the reestablishment of a revamped committee and a new town department.
On Jan. 29, the Town Council approved Ordinance 2013-01 that officially established a stormwater utility and fee system under the direction and supervision of the Water Resources Department, and Resolution 2013-01 that established a fee structure based on the square footage of an equivalent residential unit.
Sean Cooper and Meghan Pfaller were later hired as new staff members of the newly-created Stormwater Utility.
Earlier this month Megan Houston became the first Main Street coordinator, who will operate as part of the Economic and Development Department.
Most of the hiring that took place this year was to fill vacancies of pre-existing positions. Those positions included Town Administrator Laura Allen, who replaced Anthony Carson in June; and Planning Director David Engelhart, who replaced Chuck Ward in May.
Rondell Wise replaced Natalie Saleh as the Finance Department’s senior accountant, after she was promoted to Finance Director.
The Water Resources Department hired Wastewater Plant Operations Trainee Ryan Showell to fill a vacancy in the department, and the Police Department refilled two posts with Communications Officers Ashley Davis and Glenn Williams.
The town honored Pfc. Merle Bragg, Jr., with a special proclamation after a nine-year deployment of serving his country as a Sargent Major for the U.S. Army in Afghanistan, during a ceremony at town hall on Nov. 25. He has returned to his position of active duty in the Police Department this year.
In August the town council approved a proposal to reinstitute its Arts and Entertainment Committee in the downtown business district. Committee member Heather Layton, owner of Bungalow Love, has been coordinating featured artists, who have been exhibiting their work at various locations throughout the Main Street retail area during monthly Art Stroll events.
